I was going to delete the post, but I figured someone else might be having this problem. Unfortunately I don't have an answer, but today I got a faster card, so I went through the process again, and while the first time it booted straight to 1024x768, then after a few reboots it went back to 1920x1080 and it stayed that way.
The only thing I did different today was that I continued with the tutorial from Dad the Engineer and installed Unbound, but that's not something graphic, so I have no clue what changed really. Perhaps it was some update to the Raspberry Pi OS that was released today? I had to a sudo apt update today again. That's all I can think of.
