The RP2350 bootrom will only boot an image which is PICOBIN_IMAGE_TYPE_EXE_SECURITY_AS_BITS(S) since the processor is in the secure state.Unspecified means what it says... an RP2040 binary does not specify for example. You should always specify for RP2350.

No, the bootrom does not perform any SAU setup (other than region 7 as described) at the end of Section 10.2.2 ("The bootrom exits into user code with the SAU enabled, and SAU region 7 activeand covering the entirety of the bootrom.")
We expect the secure binary to perform that... and if it wants to it can run a NS binary (though we don't have easy support for that as of SDK 2.0.0)
