Now I am testing sandisk extreme 64Gb and is ok and same kernel you are using.
But I have packages for update.
I will update the rpi5 and see if is a problem with new packages.

OK now is updated.
2 instances opened for update was the problem.
I am going to reboot and see if cqe is working.

It is not kernel or packages.
Try clean install rpiOS sd and enable cqe. Perhaps FS is corrupted. Is one sd card a clone of the other?
Are you booting from SD or it is usb booting with SD?

It's weird not working both sd.
