Quick update on this:
I tried turning only one of the function generator channels (the channel going to the clock pin) instead of having both channels on simultaneously, the other one connected to a different device. This time, the pico led did light up, but when I returned to turning both channels on simultaneously, the led turned off.
Maybe in this case it is a buffered LED, and somehow turning both channels on at once splits the power across both channels such that it does not meet the threshold to turn the LED on.
Would it be fair to assume that in this case the breakout board is working even when both channels of the function generator are turned on?
