It sounds like I won't be able to turn USB power off on the Raspberry Pi Zero. I found this https://thepihut.com/products/usb-power-switch-module, which if also connected to a GPIO pin, could control the power on just the USB port it's connected to.
I was able to get a very small LED connected to a GPIO pin, but it's too dim and small to use as a headlight, so now I'm looking at other ways to power a more powerful LED. All the 5v pins on the GPIO are taken up by the motors and camera mount servos, so USB seems to be the last option.
