I am not sure you can have a build with no frozen code, but you might get away without 'mpy-cross' if you can. You could try renaming or emptying the 'modules' directory but at least one of the '_boot*.py' is needed for configuring the file system and 'rp2.py' is needed for PIO. I think the core build will also try to bring in some of its own.
