if you can measure voltage, then do it after the dc/dc component when pi is (re)booting and if still OK then directly on the pi gpio where gnd and 5v should be (google the pinout). One reason for reboots is that it cannot provide enough power under load when pi needs it. That should be visible as a voltage drop on pi gpio, 5v may drop to much less when under load. That means weak dc/dc or very thin wires or weak battery. If gpio shows steady 4.8-5v even when pi is running, those reboots are probably not related to power.
And btw when touching gpios avoid to shortcut 5v and 3.3V gpio pins by mistake (they are near), that could damage the pi.
