Try asking waveshare as you're asking about their products.

The general rules are:
  • Things that look like HAT[+]s but aren't (usually because they have no ID EEPROM) can be stacked provided there are no pin conflicts and no I2C address conflicts.
  • Things that look like HAT[+]s but aren't (usually because they have no ID EEPROM) can be stacked with one actual HAT[+] provided there are no pin conflicts and no I2C address conflicts
  • Original spec HATs cannot be stacked even where there are no conflicts as they all use address for the ID EEPROM. The one exception to this is the official PoE HAT which can eb stacked with one HAT.
  • One HAT+ and one original HAT can be stacked
  • One HAT+ and one power HAT+ can be stacked.
It is sometimes possible to stack multiple HAT[+] boards if you disable both the EEPROM probe and the PoE HAT fan control. I don't recommend doing this unless you know what you're doing as you have to do all the configuration normally done by the EEPROM manually.
