There is a soft-throttle that starts at 80°C and a hard throttle at 85°C. The soft-throttle linearly decreases the maximum allowed ARM frequency by 100MHz per degree until 85°C, then the idle frequency is forced. The intent is to give workloads that go up against the first throttle limit, but only just, less of a bumpy ride.
