Sounds about right (PC isn't incremented if R == 0, and otherwise jumps to itself). But what if the currently executing program has R inverted just at right that time? Maybe unlikely but could corrupt the state somehow…
A similar sequence is probably already part of the program, so just jump there… Depending on the program (internal state consistency), might not even need to pause the state machine…
