This ought to be fixed with https://github.com/raspberrypi/libcamera/pull/310.
After applying this change, I confirmed that the decompand block is now correctly applied from the very first frame with the following command:

libcamera-raw -o test.raw -t 1500--mode 1920:1080:12:U --shutter 1000 --analoggain 1 --awbgains 1,1With rpicam-still, the overall color artifacts across the image have been resolved, but I am noticing some color irregularities in very dark areas of the image.
Some of the dark areas appear pink.
I am not yet sure whether this is still related to the decompand process or caused by sensor noise., so I will continue investigating this further.
