I think the chance of an AI generating a large hardware block that didn't violate existing patents would be pretty low. After reading the target specification IP designers begin by doing a patent search to understand how they cannot design a block. In theory an AI could do that but whereas AIs are good at using accumulated datasets, I've seen less evidence of them being able to specifically exclude certain datapoints. Indeed the AI will probably start by reading all the patents and accumulate the best bitsit will soon be possible to ask a suitable AI to generate the hardware blocks and it actually will. Thereafter, hardware can be cheaply built without any licensed IP.
One day they will of course, but not yet.
