That (stock) answer is correct, and usually does turn out to be what the OPs are talking about - once things have been translated - but it isn't directly relevant given what this OP has posted.Windows doesn't understand ext4 filesystems so it simply ignores them. It's done that forever.
I.e., you should always see the first (FAT) partition on the SD card (from native DOS/Windows), even if you don't see the ext4 one.
Also, OP says he's using WSL and that should "see" the Linux stuff - even if native Windows doesn't.
