That is normal - the bootloader displays the "rainbow splash" screen very early.
It is normally replaced by the kernel a few seconds later (possibly soon enough that a hdmi display doesn't actually show the rainbow splash).
What it sounds like is you have a non-functional kernel that isn't switching to its console framebuffer.
