I dont think so, because 1 month ago, I have used the same rasp Pi4 and driver board and motor and got motor running.
and the waveform above posted is with SDA.1 and SCL.1 connecting to oscilloscope directly, no slave. SCL.1 is ok, but SDA.1 cannot reach 0V.

test another I2C interface to see if there is something wrong with your slave and/or the Pi's I2C-Interface.
