I tested this with KMS set in the boot config and I was able to hear the test audio. I don't understand why I can't here it without the test. I am intending to use this is a steamlink and I can only hear the game audio when I have FKMS set in boot config.

Bookworm relies on KMS, FKMS is depracated.
Update your bootloader to make sure you're using latest one. Process is described in the documentation.

I know FKMS is deprecated but I can't hear the game audio with steamlink via HDMI without it set in the bootconfig. I've updated the bootloader but am unable to get to the diagnostic screen because it is not accepting input from my wireless keyboard. I would guess this is because the bootloader doesn't have what is required for a wireless dongle, I plan to get wired keyboard tomorrow to see if that's true and try to reach the diagnostic screen again.

Unless it turns out that the Display I'm using doesn't report the EDID correctly, I still don't understand why KMS will give me steamlink audio via HDMI with a desktop boot but console boot won't.
