Noticed the lazy init for Ext4 some years ago. Never had a slow boot or anything from it. Sometimes after formatting and copying some files onto an external disk, I just leave it. On occasions after the initial format and unplugging, a replugging does not kick off the init process but it will start again when I copy the first file there.
If in doubt about the blinking blue LED, I sync. sync appears to stop the lazy init until I add or delete a file.
The Ext4 internal infrastructure appears to be about 5% of the disk space. The init should only take 20 or 30 minutes. The extra time could be USB problem. Is there anything in dmesg?
