That board (along with a number of others) use the Toshiba TC358743 chip for HDMI to CSI2.
The Waveshare board only has the 15pin connector and hence 2 data lanes, so it will be limited on max resolution/framerate. 1080p30 as 24bpp RGB, or 1080p50 as YUYV.
There are alternatives (eg https://www.ebay.co.uk/itm/254887339089) that use the 22pin connector for 4 data lanes, and hence can support 1080p60 and even 1920x1200@60.
Yes it is supported on Pi5, however it requires some extra work over and above Pi0-4. See viewtopic.php?p=2165888#p2165888
