So fyi, there are only three wires on this lead. There is the braided outer, a nice thick red wire, and a little green wire.

Sending the green wire to ground gives 10.3v between the red wire and the ground.

Not really what I expected haha.

Are there any Rpi engineers here who understand what resistance will give 5v?
Not an RPi engineer, but try 5K1 as in my post above.
Is this the lead for the official PSU?
You could check whether the green wire is connected to A5 and B5 on the removed USB-C plug.
