When you run below command, which refresh rate does it show for the screen

kmsprint -mI've seen an issue with rotation where 90degrees rotation resulted in 270degrees and vice versa - see viewtopic.php?p=2173777#p2173777 - did not check recently. So be sure you're not observing that behavior.
