Troubleshooting • One usb 3.0 port works, while the second usb 3.0 port does not

Hello everyone,
I am having an issue with one of the USB 3.0 ports on my Pi5. The lower USB 3.0 port does not recognize peripherals like: a USB 3.0 flash drive (Memorex), a USB 3.0 hub (Inland), or an external SSD (HP). While the other USB 3.0 port has no problem recognizing these same devices. The USB 2.0 ports will also recognize these same devices. I'm using the latest 64 bit Debian OS (Raspberry Pi Desktop), booting form a NVMe drive, attached via Pimoroni base. The problem has existed even before using the NVMe drive to boot. How can I know if this problem is a fixable issue? I've tried to power the pi before using a power bank but the Pi5 is way too finicky for that and I got a low power warning, then I unplugged, reset the Pi and I thought the ports reset at the same time. I am now using only the official power suppl . I have one blue tooth dongle plugged into a 2.0 port, and I have a 4 port hub plugged into the functional 3.0 port, and there is a mini micro phone, raspberry corded mouse, and small flash drive attached to that hub. This is my fist post to a forum so please go easy. I've searched my fingers to the bone and I haven't found any helpful info to reset the port. In advance, I thank you for your kind assistance. Please advise.
